The Yerushalmi[i] notes that the holiday is also called[ii] the חג הקציר בכורי מעשיך – the holiday of the reaping. However, as noted in this Mitzva, agricultural work is prohibited on the holiday. [Why then would the holiday be identified with an agricultural work which one is prohibited to perform on the holiday.]

Rabbi Ĉanina said, the method by which these two verses can be upheld is that when the holiday falls out on Shabbos, one celebrates the holiday and does not perform any work. And when it falls out on Shabbos, the next day, one celebrates the holiday [with the חגיגה offering] while reaping.

Meaning, this is the only holiday which can be celebrated [with the holiday offerings] while fully working. The other holidays all have חול המועד – during which holiday offerings can still be brought, where work is somewhat prohibited.
